The issue is with the bottom part of the rotation tab, in the "position and
size" dialog that is used both in draw and impress. This part of the tab is
meant to specify a rotation angle and is divided in two regions. The left
region contains a spinbox, where the angle can be specified as a number. The
right region contains a dial where the angle can be specified by dragging the
dial pointer to the desired position on the quadrant. This part contains the
(misleading) text "Default settings:" right below it.
The problem is that the central part of the dial where the pointer is drawn,
has a background that should be transparent and is not. As a consequence, one
sees a gray square, with the pointer, overlapped to the quadrant, hiding part
of the scale of the quadrant. This is visually unpleasing and also reduces the
functionality of the dial, since you cannot really use the scale properly.
The issue seems to be shared by all the VCLs.
