Steps to Reproduce:
1. Open new sheet
2. Highlight rows 1-8
3. Hover mouse over the column that has the row numbers. (Let's do row 3.)
Right click, see context menu that includes "hide rows" and does not include
"merge cells".
4. Dismiss context menu (click off of it somewhere)
5. Hover mouse over the column that has the row numbers. (Again let's do row
3.) Hit the context menu button on the keyboard. See different context menu,
without "hide rows" but with "merge cells"!

Actual Results:
Context menu for cell A8 is displayed

Expected Results:
Context menu for row labels should be displayed

For some reason it appears calc isn't using the mouse position when deciding
what context menu to put up when using the keyboard key, and is instead using
the currently selected cell.
