I reproduce the bug and therefore does not dispute that. However, I would add
some details to help its resolution.

The initial situation in your test document is special because the text ends on
the first page, after "press Ctrl-Enter →"

"Logically" document should not contain the second page.

To check just remove the frame: page two disappears.

If you want to reproduce your document from scratch you need to type the text
of the first page, insert a manual page break (Ctrl + Enter), insert the frame
anchored to the page on the second page, then delete the manual page break.

If this is done, the generated document does not reproduce the reported bug
(see attached). According to me the problem comes from the document and
therefore is not a reproducible bug.
