Yes this is a Windows WDM default. Its UI defaults can be adjusted if desired (modify the defaults in HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics) Otherwise with defaults the vertical & horizontal scroll bars in LibreOffice Calc behave the same as the scroll bars in Microsoft's own Notepad. They present at the same width, yes slender by default but on mouse-over/focus grab they expand wider. No issues visualizing or selecting. Alternatively you can use the 'Always show scrollbars' Accessibility - Visual effect to force the scrollbars to remain wider.
