Summary: Draw Pages/Slides pane drag and drop to order or copy
does not work until first dragging out of the pane

Steps to repro:
1) Start Draw using X11 VCL plugin -> SAL_USE_VCLPLUGIN=gen soffice --draw
2) Add another to page to the document so there are two pages.
3) In the Pages Pane try to drag and drop the first page after the second page
or the second page before the first page.
Results:
Only the no action pointer is shown unless the pointer is dragged out of the
Pages Pane window and then back in. Same happens while holding the Ctrl key for
copy drag and drop action.
Expected results:
The pointer changes to a move pointer and animated page placement is shown when
over a page area where the move applies (mouse pointer positioned at lower half
or upper half of a page in the Pages pane depending on dragged page being moved
up or down).
Additional info:
Seems it worked for X11 up until commit
8643f6d64d387ebdb75b79db941d8ea1f8fa2f66 made sometime during version 6.3. I
don't think reverting that commit is the right fix though.
