Well, yes and no. You can't really trust the reported paper size in this case
since it is a custom size. When you print you are printing the entire page (not
just what a human considers to be content). So by definition when you switch
from landscape to portrait mode, the printout no longer fits inside the width.

In 7.3, instead of loosing on both sides (centered), you lost a lot more of the
right-side content.

What to do? Chose a paper size (even what seems to be the same one). Now the
printout will be centred on the non-custom paper size. 

P.S. This has been true since OOo, except for the short period after 6.3 broke
many things during the redesign of the print dialog.

This is basically a duplicate of bug 166185 or bug 45888.
