I may miss something, but the markup in the document seems to me to define
exactly that: the "background" image defined in the way that must cover the
"foreground" textbox containing the "TEAM SYNERGY" image and "PROJECT PROPOSAL"
text. (And no, they aren't "grouped".)

The markup defines the document's first paragraph having two runs, the first of
which has the "foreground" textbox, and then comes the second run with another
textbox, where the background image is placed. There is no data in the markup,
that defines their relative order; and so, their order of appearance in the
document dictates how they appear on screen: the next is on top of the
previous.

IMO: the worst possible structure of the original document, and perfectly
correct behavior of Writer, matching what Word does (at least Word seems to do
that most of the time, indicating that the document is instable at best).
