Draw shows a drag handle when hoovering over a shape, without being selected.
Writer shows a mouse pointer, until the shape selected
Steps to Reproduce:
1. Open Draw
2. Insert a shape
3. Deselect the shape
4. Hoover over the shape (drag and drop handle appears)
Actual Results:
Drag drop handle appears
Expected Results:
Mouse pointer
* as it being far easier to see what you're selecting. Especially with tiny
element
* consistent with Writer
