Description:
When you create comment it says "AUTHOR,
YYYY-MM-DDTHH:MM:SS,whatever-this-number-is"
Even there might be an internal usecase for comments having a timestamp that
accurate, there is no actual benefit for the user.

Steps to Reproduce:
1. Create cell comment
2. Close cell comment
3. Hover with mouse over corner to show the comment and it's information at the
top 

Actual Results:
Unusable time information in the position of "whatever-this-number-is"

Expected Results:
Even I would also be very happy with the line not existing (->
https://bugs.documentfoundation.org/show_bug.cgi?id=156885) I think if it _has_
to exist for whatever reason "AUTHOR, YYYY-MM-DDTHH:MM:SS" would be enough.
