It is simple, there is no mystery behind it

You open full screen. Why? For reading

What do people need for reading? Zooming, searching, page rotation, page size
arrangement, navigation

All of that is absent from full screen in LibreOffice Writer

Please see the attachment. It is PDF reader in Edge browser. It got a nice
toolbar that has everything you might want
