Description:
When applying a footer border to a document, and saving as doc og docx, the
footer border is gone the next time you open the document.
Steps to Reproduce:
1. Open a new document
2. Type some text in it
3. Insert footer
4. Right clikc inside footer
5. Click page style
6. Click Footer
7. Click More button
8. Apply top horizontal border
9. Click OK twice
10. Save As doc or docx format
11. Close Witer
12. Open the Document in Writer
13. Footer border gone

Footer border gone
Expected Results:
Footer border present
Reproducible: Always

Same problem in both 25.2.x and 25.8.x versions.
Tested on multiple devices.
