You did say that at the design meeting. However:

* Look at other arrows we have on the formatting toolbar, like the RTL/LTR
buttons, or even increase/decrease indent: The arrow is the direction of
movement.
* The interpretation disagrees with the rows on the icon, and you will need to
resolve that disagreement.
* You'll quickly get used to it, since the behavior will immediately disagree
with that understanding.
