Bug 39015 (which this report was a duplicate of for a while) contains some
chatter about whether hyperlinks should be drag/drop-able or not. The patch in
that bug report is a good code pointer for finding out why this happens.

I personally have no intention of removing this 'feature' of being able to
easily drag and drop an entire hyperlink.

To modify/edit a hyperlink then, simply place the cursor in the hyperlink and
then use the keyboard to delete the unwanted characters (since in-the-middle
selections aren't supposed to be possible).

Note that for Linux/GTK we often ARE able to select inside of a hyperlink. The
likely explanation is in bug 116384 comment 10. Linux users can experience this
bug report's complaint by running 
    SAL_USE_VCLPLUGIN=gen soffice
