No, it could not, because it replaces the entire text of the comment, and of
all comments rather than the ones matching the search pattern.

Regardless - there's no reason why Writer itself should refuse to allow a
"Replace all". The same logic which applies to Replacing-all in the text
applies to the comments as well. And the UI is already in place, too.
