Description:
As a CSV file does not contain any formatting, it is very important that the
data remains unchanged after import.

Specifically, there are currently two problems in particular that are very
difficult to work around.

1. When you set the locale when importing a CSV file, the decimal separators
are changed to the locale set in the program. The locale selected during import
should be retained for the session so that the decimal separators remain
unchanged after saving.

2. Leading zeros in numbers should be retained. Although you can change the
column format to text when importing the CSV file, it is easy to overlook a
column in a very large CSV file. A number can also be a phone number, a postal
code, or similar, where leading zeros are important.

In general, it is never a good idea to change the original format of CSV files.
Perhaps the column type should be set to text by default and can then be
changed if desired.

Steps to Reproduce:
Change the locale setting of calc to "German (Germany)" and import CSV Data
with locale "English (USA"). Then import csv data:

Actual Results:
Decimal;Phonenomber;Postal code
6,453;492406999333;1067
6,453;175444333999;52134

Expected Results:
