Not reproduced. Testing on Windows, saving a new blank file with user data
applied:
<config:config-item config:name="PrinterName" config:type="string">Microsoft
Print to PDF</config:config-item>

New blank file, turn off applying user data:
<config:config-item config:name="PrinterName" config:type="string"/>

On Linux I don't have any printer defined, so can't test.

Please double-check your testing procedure.
