Description:
There is a set of default languages in "Tools > Options > Languages and Locales
> General > Default Languages for Documents", which can not be changed, unless
one changes the locale of the system. The request here is to choose better
default languages and make it possible to edit the defaults.
For "Western", it is always "Default - English (USA)".
For "Asian", it is always "Default - Chinese (simplified)"
For "Complex text layout", it is always "Default - Hindi".
I can not find any simple way to change these defaults, and it has bad effect
on language selection and fallback fonts.
This is an old comment of mine, and the situation has not changed much after
several years:

The problem exists in OOo 3.2.1, so I conclude it is inherited from OOo:

It also exists in the latest LO 25.8 stable and 26.2 master.

Note: even with Persian "User interface" language and Persian "locale settings"
in LibreOffice, Persian language is not shown as "default".

The "[ ] For the current document only" option is unchecked. In fact, I can not
even use that option as it is disabled.
The only way that I could make Persian as "Default" was to change the locale of
the whole system to Persian. In this way, the above option also got activated.
