The bug is still valid, although the behavior has changed a little bit.

I have created a sample document that I will upload.

Steps:

1) download and install Swahili spellchecker extension
2) create an empty document from any standard template (language is set to
German in my case)
3) put in some Swahili text
4) change document language to Swahili (either via Extra-Language or Format
Styles)
Result: text is still marked as not in dictionary.
5) Add slide, insert German text, change format style to German.
Result: Text is not marked, everything works.
6) Add slide, insert English text, change format style language to English
Result: Text is not underlined/marked, everything works.
7) Add slide, insert Swahili text, change format style language to Swahili
(Tanzania)
Result: Text is underlined/marked as not in dictionary. F7 says word not in
dictionary (which it is, though, I checked. Some aren't, but others are)

So, my guess is that either the dictionary isn't installed properly, or that
the dictionary itself is at fault.
