But the removed UNO control was for an empty Paragraph object with an assigned Paragraph Style (PS) of "Horizontal line" You can lay down an empty paragraph and assign it the "Horizontal line" style if you desire. As the "Horizontal line" PS remains (with its defaults) and the PS can be adjusted to the Border decorations as preferred. You also can work with keyboard Autocorrection, enable the 'Apply border' typing option (Tools -> AutoCorrect -> AutoCorrect options). Then any of the sequences "[---,***,___,~~~,===,###]" will assign a bottom Border line to a current *empty* paragraph.
