Confirmed. The 'Text import...' dialog launches an soffice.bin instance to
build/parse the dialog. But it seems abbreviated in some sense. It does not
record to WDM taskbar, and Canceling it does not fall back to a full
LibreOffice GUI instance.

If this is necessary for CLI filter parsing, then OK. It is kind of a corner
case. Direct launch of LO from os/DE file open and filter import. 

No recurrence of the see also bug 32935 here. Don't know about bug 119813 on
the linux os/DE.

But it does seem like WDM opening a "CSV" File (of any flavor) for import to an
ODF Spreadsheet for scalc should fully bring up LibreOffice UI, and appear on
the WDM Taskbar since it is already available to the taskmanager.
