Is keyboard movement <Up/Down> with <Enter> to select not working to pull
history item from the Windows clipboard manager and into system clipboard?

Either method of manipulating the clipboard manager's content works for me.

Simply moving focus in the manager between items does not complete the transfer
to the system clipboard.

And once loaded to the system clipboard, (verified with an app like Nirsoft's
Insideclipboard) LibreOffice can access 'Paste'/'Paste Special...' from Edit
menu, context menu, or  shortcut (<Ctrl>+V, or <Ctrl>+<Shift>+V).

The key is that the transfer from the Windows clipboard manager --> system
clipboard must first be completed.  LibreOffice does not control that. If
nothing has been copied to the system clipboard--the LibreOffice menu/context
menu controls will not show active and the shortcuts will not work.
