There is no defect. Everything works as expected. This depends on the observer's ability to discriminate colors and on the viewing conditions. The dialog background is #F0F0F0, while the Light Gray 5 in question is #EEEEEE. When calculated in the CIE Lab color space, the differences are ΔE*_ab = 0.70 and ΔE*_00 = 0.42. These values indicate that the colors are so similar that an ordinary human observer cannot distinguish them, and even trained experts may find it difficult in some cases. However, with the use of an external color picker, the difference can be clearly identified.
