When you explicitly chose file type `Text CSV (*.csv)` from the section of spreadsheet formats, then the checkbox is enabled. When you have chosen a `foo.csv` file while a general file type is selected, the checkbox is disabled. I consider that a bug. If the chosen file name ends in `.csv` then the checkbox should be enabled even if the file type is not explicitly set to CSV.
