If you explicitly chose the file format `HTML Document (Calc)`, then the checkbox is enabled, otherwise not. A problem with the example file is, that it has the file extension .xls. So I do not expect that the checkbox is enabled in for the example document. However, if I change the file extension to .html the checkbox is neither enabled. But even if it would not be a source for calc, but for Writer or for Writer-Web, it would be necessary that the user is able to set the locale for import.
