In LibreOffice 26.8 (master, unreleased yet), there is a new Baseline Grid
feature with which the page line-spacing's invisible grid can be displayed.
With the grid visible, it's easier to see the issue with the text alignment
inside a text frame.

I can verify that the issue is still there in LibreOffice 26.8 (master).

It seems to me that the line height inside the text frame is properly set based
on the page line-spacing. The issue is with the offset of the text alignment.

Workaround: You can now enable the baseline grid to see where the text should
be aligned, and then you can change the position of the frame vertically to
make the text's baseline precisely align with the baseline grid. For precise
movement of the frame, you can use ALT + DOWN or ALT + UP key combination.
