While this would not lead to great quality in the traditional libjpeg encoder,
this would lead to *great* results if using an optimized encoder (for the same
resulting backwards/forwards-compatible image format) such as MozJPEG (or
presumably the recently announced jpegli), which is just as fast than libjpeg /
libjpeg-turbo.

In my experience, when using MozJPEG, you get 30 to 50% smaller filesizes at
the same quality level (or you get much higher visual quality at the same
filesizes, if you choose to crank the quality setting way up for some reason).

Therefore my question is: is it correct for me to assume that LibreOffice is
using an old non-optimized JPEG image encoder instead of MozJPEG or jpegli? Can
someone confirm that presumption? If so, I would be happy to file an
enhancement request specifically to suggest the use of better encoders.
