Problem description:
there is no in program help window as described by
https://help.libreoffice.org/scalc/.uno:HelpIndex?Language=en-US&System=WIN&Version=4.0#bm_id3149178
pressing F1 or clicking on the "Libreoffice help" button redirects to
https://help.libreoffice.org/scalc/.uno:HelpIndex?Language=en-US&System=WIN&Version=4.0#bm_id3149178
which talks about the in program help window.
Steps to reproduce:
1. press f1
Current behavior:
Help system is unavailable or not readily accessible
Expected behavior:
either fix the help URL so its a true landing spot for the help button or bring
back the in program help window
