I expect, that it references the root element of the body, has SYSTEM keyword and points to a *.dtd file, and that file exists and specifies the elements and attributes of the body. LibreOffice uses the liborcus library and that expects, that the doctype declaration points to an external *.dtd file. An internal DTD is not possible with liborcus. If the xml-file has a valid DOCTYPE declaration, the tree view in the dialog is filled.
