Description:
I was Excel user; want to support/donate LO but seems to be many 'paper cuts.'

A CSV downloaded from financial site has fields like $123.45 and -$123.45
Excel and Google Sheets handle such fields with ease, NOT Calc. Cannot persuade
Calc to apply Accounting or Financial format to such fields.

Steps to Reproduce:
1. Open attached sample
2. Select cell C4 -$304.46
3. Format: Number (123.45) [negative]; OK

Actual Results:
Visibly, nothing changes. But Calc decides content should now be '-$304.46
in other words, it inserts apostrophe in front of the cell text.

Expected Results:
Calc SHOULD leave internal cell contents unchanged but display (304.46)
PLEASE NOTE: saving file as XLSX does not change this behavior.
Global replace of '$' with '' does remove the dollar signs, but then attempt to
change format simply causes Calc to again insert that useless apostrophe.

In contrast Google Sheets handles this visible format change effortlessly.
