Problem description: When I place and/or drag and drop pictures the picture
anchoring is an outright nightmare to operate. Pictures stubbornly do not want
to go where they are placed, move text when they get close and switch places
when they clearly should not. Pictures arbitrarily attempt to relocate
themselves automatically and often times it takes dragging and dropping them
multiple times before they go where they are supposed to.

Current behavior:
Expected behavior: Make it just plain work. If a user puts something in a place
it simply should go there without it being such an ordeal. I crank out
documents right and left and I do wonder how many man-hours I have lost to this
bug alone.
