I try launching release notes from the Libre Office desktop app
I also try from the Libre Office site url:
https://www.libreoffice.org/download/release-notes/
In both cases it takes me to url:
https://wiki.documentfoundation.org/ReleaseNotes/25.8
At this url it displays the following:
403 Forbidden
nginx/1.22.1
