We don't have the 'Application Colors' or 'Personalization' pannels anymore, we now have a single 'Appearance' pannel which has all the appearance settings. In the new UI, we have a checkbox "Enable application theming" which is unchecked by default, so could you please download/use the newer version (one with the Appearance panel) and report if you can reproduce the issue? It's also dependent on the desktop environment, for example if you are using KDE, then the gtk light/dark toggle might not work as your current gtk theme might not have a light version available on the system.
