Exactly as I said above — give users easy choice at the first run of the app. Many users I know don't even know that you can customize keyboard shortcuts — it's not quite discoverable. And when I show them how to access the keyboard shortcuts menu they find it highly unintuitive. So I think there's little to no chance that they are going to customize it themselves. Both browsers and LO apps have a concept of zoom in / zoom out. So considering harmonizing them is reasonable.
