The original xlsx attachment saved as ODS
This is related to bug 169997
When attachment 204666 is saved as ODS, the Anchor setting of the shapes
changes from "To Cell" to "To Page", which makes them behave differently if a
new line is inserted above them.
1. Open attachment 204666
2. Enable Tools - Forms - Design Mode
3. Right click on a checkbox, select Control Properties
-> In the Anchor dropdown notice the value "To Cell"
4. Save as ODS, reload
5. Enable Tools - Forms - Design Mode
6. Right click on a checkbox, select Control Properties
-> In the Anchor dropdown notice the value "To Page"
