Is "collapsing borders" enabled mean "Merge adjacent line styles"?

I don't observe that "Merge adjacent line styles" affects my ability to set the
bottom padding of a cell.  If I set that to disabled, I still have the same
problem: setting the bottom padding to a smaller value doesn't do anything if
another cell in the same row has a larger bottom padding.  However, it does
seem that the top, left, and right padding can be set both higher and lower.

Maybe there is just a typo in the code dealing with the bottom.

Are you describing a different problem?  I don't understand what you mean by
the content area.  Could you upload the file you're using?
