Sorry, I had missed Julien's question in comment 6.

The 'Tonal' palette is designed with that layout, it has a grayscale sequence
in its top row, while the columns below represent standard RGB test colors in
increasing saturation.

Nothing is missing from the palette, the "blanks" represent a null for an
impossible saturation in sRGB. The palette was implemented for bug 80196
"standardize color palette using mathematically generated colors"
