There are multiple versions of cwheib.ttf in circulation. I was able to find
and test with these versions:

I also tested with permutations of locale, UI language, and Asian typesetting
options.

Given that one of the builds I tested is the same version as the most-recently
reported repro, it seems like there may be something else going on here. Quite
a mystery. If someone can still reproduce this with a more recent version, it
may be helpful to test with a clean profile and share the sha256 hash of the
font file.
