I’d second an option for the user to at least specify a list of preferred
language.

My OS and LO are both set with an en-US interface, but I often write or edit
documents that are either entirely or partially in fr-FR and mg-MG. And yet,
these two latter languages rarely ever appear in the language menu when I need
them. The issue becomes even worse when the document is multilingual, as the
menu will often offer several languages I've never used and none of the ones I
actually need.

Seriously, I could not care less that LO makes terrible guesses when it comes
to which languages I need. I only care about the fact that, when LO makes wrong
guesses, then there is no quick, user-friendly way to fix it on the user side
(digging through the styles and/or the options dialog whenever I need to switch
languages does not qualify as "quick and user-friendly" when a language menu
sits right there being useless).
