[Bug 170488] The borders button says "shift to overwrite" but it does nothing and we can't set the default border type making us have to click three times.

Historical note: "Shift to overwrite" was already considered an improvement,
done in 1df9fb01cf940b34dafede8c88f813b369bab69d
Before that, it was "Borders, add lines; SHIFT to add and remove".
