Description:
A short table with one header row was split at the bottom of a page so that the
page showed just the header row, while the next page showed just the body.
Obviously that looks very bad, and I think there should be a rule that the
header row should be followed by one data row at least.
See screenshots for illustration. I'm aware that I might modify the "table
header" style to avoid page break, but I think there should be better defaults,
especially when the "table header" style is used elsewhere (e.g. first column
also)

Steps to Reproduce:
1. Create a table in a document with one header row (see also screenshot)
2. Add some data rows
3. Make the table move at the bottom of a page
Actual Results:
The table may be split in a way that the previous page just contains the hwader
row at the bottom of the page.
Expected Results:
The header row should be followed by one data row at least.
Reproducible: Always
