So, I of course agree that the tab 'navigation' area / vertical-list-of-tabs
needs to be wide enough to accommodate tab icons. 

But - why is it legitimate for there to be very large icons? Or, for that
matter, very small icons? Would it not be appropriate to require themes to
provide icons which are either scalable (SVG), or within a given range of
legitimate sizes?
