Description:
I created a document in Writer. The document has approximately 150 pages. I
only created first- and second-level headings. I tried to create a table of
contents, which worked fine; all chapter headings are displayed. However,
something is wrong with the page count. It no longer matches after the tenth
heading. I've tried creating a new table of contents several times, but the
problem persists. I also had this issue with the last LibreOffice version.
Updating to the new version didn't resolve the problem.

I think the program is having trouble correctly identifying the page numbers.
When I update the table of contents, there seem to be problems on some pages.
Sometimes the content wraps to a different page. I don't know why. This seems
to happen on several pages. I have to correct it manually every time. If I then
update the table of contents again, the page break sometimes reappears.



Steps to Reproduce:
1. Delete old table of contents
2. Insert new table
3. check page count

Actual Results:
Shown chapter number are still wrong. 

Expected Results:
Chapter numbers are correct
