A document with an inner change
After commit 6fe35fdbd39cee17cb1f4fc9494520e2bdcabcba, in Manage Changes dialog
the [Accept] and [Reject] buttons are wrongly enabled for "inner" changes.
Clicking them for such elements does nothing.
Open the attachment. Open Edit->Track Changes->Manage. Expand the element by
Bob, and select the inner element by Alice (only that element).
Expected: [Accept] and [Reject] buttons are disabled.
Actual: [Accept] and [Reject] buttons are enabled.
