Please have a look at the settings in Tools > Options > Calc > General, section
Input Settings. Is "Expand references when new columns/row are inserted" option
enabled? That is needed to automatically change the reference of the formulas
after the inserted row.

When working with xlsx-files you can use the feature described here:
https://wiki.documentfoundation.org/CalcTableRef. Enhancement request to make
it a regular feature is in bug 162088.

Besides that, it is a missing feature. The request for this feature is tracked
in bug 132780 and in bug 127808.
