Description:
I try rotating an image, that is anchored as character. The interactable
boundaries remain same, while content inside image rotates. As a result, image
is rotated improperly.

Steps to Reproduce:
1.Insert an image in Writer
2.Set anchoring "As character"
3.Crop it and make proportionally smaller
4.Rotate clockwise or counterclockwise

Say after step 3 you get an image, that is 2 cm high and 1 cm wide. You rotate
it clockwise. The frame of image (boundaries that you can interact with) remain
2cm by 1, while the contents inside that boundary is rotated. As a result, you
can see image with initial boundaries, that contains white fill on top and
bottom. Between those fillings there is a rotated image, whose left and right
sizes are trimmed (1cmx1cm). In image properties you can see, that image width
and height remained same despite rotation

Expected Results:
A properly rotated image, with boundaries rotated.
