Adding a practical use case for this on macOS (25.8.4):
The Options/Preferences dialog does not show LibreOffice Calc (or Writer,
Impress, Draw, Math) settings unless a document of that type is already open.
Only LibreOffice Base settings are always visible regardless of what is open.

This becomes a real problem when combined with issues like tdf#74580 (CSV
import dialog). If a user needs to adjust Calc-specific settings before opening
a CSV file, they must first create a blank spreadsheet, open Preferences, make
the change, close the blank spreadsheet, and then open the CSV. The settings
for all modules should be accessible at all times, including from the Start
Center, so users can configure any component without this workaround.
