And there is bug 99648 and bug 103030 anyway. Layers is an orthogonal meta bug, because of course some layer issues regard the Navigator and some don't. As for the Navigator meta-bug - this one is (1) for all modules, not just Draw and (2) supposedly about enhancements only, not bugs. Although... you could argue that not all issues discussed here are enhancements. For example, no. (6) on the opening comment here. So - I suggest for the meta-bug for Draw-specific Navigator issues.
