Under my current settings, the string "15.06.2020" (i.e. content of cell A1, without quotation marks) cannot be interpreted as a date (which internally would be treated as an internal serial number), so it could only be treated as text. IOW, there is no possible format misinterpretation under my current settings. But, even if I could reproduce the behavior (e.g. by playing with my Locale and Date Acceptance Patterns settings) just in order to see the apostrophe, I would not consider this to be a bug. The apostrophe is there in order to differentiate between a possible valid number (or a date-time, which is also treated as a number) and the same "content" being treated as text (which is the case when the apostrophe is there). As the example in the link in my comment 13 shows, Excel does the same. In some cases, it is easier in Calc to "see" the apostrophe than it is in Excel, but both tools do the same. Without specific steps and settings/options (e.g. the questions I asked in comment 13), this would still be NAB.
