Description:
When the view is narrow, attempting to move the form with the mouse causes
scrolling.

Steps to Reproduce:
1. Open Basic-IDE.
2. Create Dialog.
3. Insert Button form in Center of base-form.
4. Makes the Basic-IDE window slightly wider than the base form.
5. Move Button form with mouse-drag.

Actual Results:
6. The view will horizontally scroll in the X=0 direction.

Expected Results:
6. If there is adequate margin in the desired movement direction, no scrolling
will be necessary.

User Profile Reset: No

Additional Info:

When moving using the arrow keys or when movement completes instantly, no
scrolling will occur.
Additionally, no scrolling will occur if you increase the window width further.

You need to adjust the baseline for scrolling in the direction of X=0 or Y=0.
