I concur with @oliverperie regarding this bug. Would like to add that I tried
circumventing the issue.

* **Resizing the formula bar vertically** did not resolve the problem because
the tooltip is apparently anchored to the top of the input bar
* **Disabling AutoInput and restarting Calc** (Menu-->Tools-->AutoInput
[disable]-->application restart) disabled the help tooltip altogether, which
may be undesirable to some. Having the help tooltip is the reason I prefer
writing formulas in the formula bar instead of within the cell. In addition,
doing this also disables formula autocompletion, also an undesirable side
effect).

I am aware that moving the tooltip lower would then obstruct the column
headers' visibility, as complained in bug #63363 in previous version(s). 

One way to perhaps get a midway solution is to retain the tooltip's position
but have it anchored to the bottom of the input form, so that the help toolbar
can clear the upper area when the user opts to expand the formula bar
vertically.

Another way would be to allow the user configuration options to either specify
where the help tooltip would display (as suggested on previous point or perhaps
even on status bar) or disable it altogether without disabling autocompletion.

I hope this helps towards a resolution.
